Overview
William Darrell Lindsey was an American serial killer whose known crimes stretched from 1983 through 1996. Most of his victims were women living in or around St. Augustine, Florida, although his final confirmed murder occurred in Asheville, North Carolina. Lindsey targeted women whose disappearances he believed might receive limited attention, including women involved in prostitution or struggling with drug addiction. He used several methods of killing, including strangulation, severe beatings, bludgeoning and shooting.
Lindsey was convicted of six murders in Florida and confessed to additional killings. Eight victims have been publicly connected to him with substantial certainty. He claimed responsibility for still more murders in Florida, North Carolina, Tennessee and Virginia, but investigators could not verify every confession. Some estimates attributed as many as twelve to twenty killings to him, although those higher figures remain unconfirmed.
Early Life and Violent Behavior
William Darrell Lindsey was born William Darrell Armstrong in Palatka, Florida, on May 18, 1935. His childhood was marked by instability and loss. His biological parents died in an automobile accident, after which he was adopted and raised under the Lindsey surname. Accounts of his early years described him as socially isolated and prone to troubling behavior.
As an adult, Lindsey worked a series of jobs and maintained relationships that concealed the violence he was capable of committing. He married, fathered several children and lived for years in northeastern Florida. People who knew him sometimes described him as unpredictable and quick to anger. He was known by such nicknames as “Crazy Bill,” reflecting a reputation for volatile behavior.
The Murder of Lisa Foley
Lindsey’s first confirmed victim was 24-year-old Lisa Foley. She was last seen with Lindsey at the Tradewinds Lounge in downtown St. Augustine on October 9, 1983. Lindsey later admitted that he had sex with Foley and became involved in an argument with her. During the confrontation, he strangled her with his hands.
Foley’s body was transported to a marshy area near West Pope Road in St. Augustine Beach. It was discovered five days after she disappeared. The case remained unresolved for more than thirteen years. In January 1997, after Lindsey had been arrested in North Carolina, investigators showed him photographs of possible victims. He identified Foley and described details of her killing.
The Murder of Anita McQuaig Stevens
On November 29, 1988, 27-year-old Anita McQuaig Stevens encountered Lindsey near the intersection of King and Riberia streets in St. Augustine. Lindsey later said that Stevens entered his vehicle and that an argument developed. He attacked her with a wooden plank, inflicting extensive injuries to her face and head.
Stevens’s body was found the following morning in water near Fish Island Road, south of St. Augustine. The brutality of the assault indicated that her attacker had continued striking her after she was unable to defend herself. Lindsey confessed to the murder in a handwritten statement dated April 1, 1997, although he claimed that he could not clearly remember what had triggered his rage.
The Murder of Constance Marie Terrell
Constance Marie “Connie” Terrell, 26, disappeared after meeting Lindsey on the evening of June 10, 1989. She was seen in the West King Street area of St. Augustine, where Lindsey frequently searched for vulnerable women. Her body was discovered the next morning in a water-filled excavation or borrow pit off Holmes Boulevard.
Terrell had been attacked and shot in the head with a .22-caliber firearm. Lindsey later provided investigators with an account of the crime and admitted leaving her body in the pond. The location was relatively isolated, allowing him to leave the area before the remains were discovered.
The Murder of Lashawna Streeter
Twenty-seven-year-old Lashawna Streeter was killed on March 1, 1992. Lindsey picked her up in St. Augustine and drove her toward the Four Mile Road area. During their encounter, he became angry and beat her to death with his hands.
Streeter’s body was abandoned near Four Mile Road. Her murder initially became another unresolved killing of a vulnerable woman in the St. Augustine area. Lindsey eventually admitted responsibility after his arrest, adding her name to the growing list of victims whose cases were connected through his confessions.
The Disappearance and Murder of Donetha Snead-Haile
Donetha Snead-Haile, 32, disappeared in April 1993 after spending time with Lindsey near St. Augustine. Lindsey later claimed that she told him she was HIV-positive while they were driving. He responded with anger and decided to kill her.
According to his confession, Lindsey stopped his vehicle near a wooded creek area and repeatedly struck Snead-Haile until she became unconscious. He then carried or dragged her toward the water and disposed of her in the creek. Her remains were never conclusively recovered. Despite the absence of a body, Lindsey pleaded guilty to her murder after providing investigators with a detailed account of what he had done.
The Murder of Cheryl Denise Lucas
Cheryl Denise “Niecey” Lucas, 32, was killed in mid-June 1995. She met Lindsey near the corner of Palmer and West King streets in St. Augustine and entered his vehicle. Lindsey claimed that Lucas grabbed money from his dashboard and attempted to escape shortly after getting into the vehicle.
Lucas ran along nearby railroad tracks, but Lindsey pursued and caught her. He struck her in the head with a metal pry bar or nail bar, causing fatal injuries. Her body was later found near the Moultrie Creek boat ramp. Lindsey eventually confessed and pleaded guilty to her murder.
The Disappearance and Murder of Diana Richardson
Diana Richardson, 48, disappeared on October 12, 1995, in St. Augustine. Lindsey admitted that he had encountered Richardson and beaten her to death. He claimed that he disposed of her body in a remote location, but investigators were unable to find her remains.
Richardson’s disappearance remained unresolved until Lindsey’s confessions tied him to the case. As with Donetha Snead-Haile, prosecutors proceeded without a recovered body because Lindsey supplied information about the killing and accepted criminal responsibility. He later pleaded guilty to Richardson’s murder.
The Murder of Lucy Arnett Raymer
Lindsey’s final confirmed victim was 32-year-old Lucy Arnett Raymer. She was killed on December 25, 1996, in Asheville, North Carolina. Raymer was seen entering Lindsey’s trailer near Chunns Cove Road after being transported there by a taxi driver.
Inside the trailer, Lindsey attacked Raymer and struck her repeatedly in the head. Her body was found near the trailer, and physical evidence immediately placed Lindsey at the center of the investigation. The taxi driver’s observations provided investigators with an important timeline showing that Raymer had entered Lindsey’s residence shortly before her death.

Arrest and Confessions
Lindsey was arrested in Asheville on December 29, 1996, only days after Lucy Raymer’s murder. Investigators were aided by the taxi driver who remembered taking Raymer to Lindsey’s trailer. Evidence collected at the scene and Lindsey’s connection to the victim gave detectives strong grounds to question him.
During later interviews, Lindsey began discussing unsolved killings in St. Augustine. He selected victims from photographs and described locations, weapons and circumstances that had not been widely publicized. His statements allowed Florida investigators to connect several murders and disappearances that had accumulated over more than a decade.
Lindsey also claimed to have killed women in other states, including Tennessee and Virginia. Some of his descriptions were vague, and law-enforcement agencies could not locate bodies or missing-person cases that conclusively matched every statement. Consequently, he remains officially linked to eight confirmed victims, while the possibility of additional victims has never been completely dismissed.
Convictions and Sentence
On May 21, 1999, Lindsey pleaded guilty to four counts of second-degree murder for the killings of Anita McQuaig Stevens, Constance Terrell, Lashawna Streeter and Cheryl Lucas. On July 8, 1999, he entered additional guilty pleas for the murders of Donetha Snead-Haile and Diana Richardson.
He received a total sentence of 30 years in a Florida prison. The sentence was criticized by some observers because of the number and brutality of the murders. However, his guilty pleas resolved several old cases without requiring separate trials, including two prosecutions in which the victims’ bodies had never been found.
Death and Unanswered Questions
William Darrell Lindsey died from cancer on April 17, 2001, while incarcerated at the Marion Correctional Institution in Ocala, Florida. He was 65 years old. His death came less than two years after his Florida convictions, preventing investigators from continuing lengthy interviews that might have clarified his claims about other victims.
The full number of people Lindsey killed remains unknown. His confirmed crimes reveal a pattern of selecting vulnerable women, reacting to real or imagined conflicts with extreme violence and disposing of victims in isolated wooded or watery areas. Several families waited years for answers, while the families of victims whose bodies were never recovered were denied the opportunity to properly bury their loved ones.
Lindsey’s eventual arrest demonstrated how a single murder investigation could unlock a series of long-dormant cases. The killing of Lucy Raymer in North Carolina led detectives back to St. Augustine and exposed a sequence of murders that had continued for thirteen years. Although his confessions brought legal resolution to six Florida cases, unanswered questions about his travels and unverified statements have ensured that the complete history of his crimes may never be known.
