Jackson's victims were predominantly gay men who frequented late-night establishments in Norfolk's Ocean View, downtown Norfolk, or the Truxtun section of Portsmouth. Many were last seen in these areas before their bodies were discovered. The majority of the victims were found nude, with nine confirmed to have been strangled. In some cases, the decomposition of the bodies made it difficult to determine the exact cause of death.
