Background

Elton Manning Jackson, born in 1956 in Norfolk, Virginia, is a convicted murderer known for a series of killings that targeted gay men in the Hampton Roads area during the 1980s and 1990s. Dubbed "The Hampton Roads Killer," Jackson's crimes instilled fear within the local LGBTQ+ community and highlighted the vulnerabilities faced by marginalized groups.

Modus Operandi

Jackson's victims were predominantly gay men who frequented late-night establishments in Norfolk's Ocean View, downtown Norfolk, or the Truxtun section of Portsmouth. Many were last seen in these areas before their bodies were discovered. The majority of the victims were found nude, with nine confirmed to have been strangled. In some cases, the decomposition of the bodies made it difficult to determine the exact cause of death. The victims' personal belongings and clothing were often missing, and their bodies were typically dumped along deserted roads near interstates, providing the killer with quick escape routes.
