On January 21, 1989, 37-year-old John W. Ross Jr., a Black male, was found murdered in Virginia. His death was attributed to strangulation, a method consistent with other killings linked to Elton Manning Jackson, a Black male born in 1956 in Norfolk, Virginia. Jackson, known as 'The Hampton Roads Killer,' targeted gay men in the Hampton Roads area during the 1980s and 1990s.
