On the morning of June 14, 1982, Rodolfo Felix Guillen, a 43-year-old Hispanic male, arrived at his office in Suffolk, Virginia, for what would be his final day. As a regional administrator for the Virginia Department of Corrections, Guillen was a respected figure.
