Billy Lee Dixon, a 32-year-old Black male, was found deceased on July 2, 1992, in Isle of Wight County, Virginia. Born on February 15, 1960, in Norfolk, Virginia, he resided at the time in the 3100 block of E. Ocean View Avenue in Norfolk. He was laid to rest at Magnolia Cemetery in Norfolk.
