Garland L. Taylor Jr., a 24-year-old African American man, was found deceased on September 17, 1994, in a ditch in Suffolk, Virginia. A resident of Portsmouth, Taylor was employed as a brickmason for Powell Masonry Inc. He is survived by his wife, Ramona Taylor; his son, Trevor Stephenson; his parents, Gladys Taylor and Garland L. Taylor Sr.; two sisters; a foster sister; and his grandmother.
