On a cold winter day in Chesapeake, Virginia, the body of 30-year-old Jessie James Spencer Jr. was found. It was January 28, 1996, when the gruesome discovery was made in a ditch at the dead end of Jolliff Road. Spencer, a Black male with no permanent address, was found nude and face down. His identity was later confirmed through fingerprint analysis. His last known residence was on East 29th Street in Norfolk.
