Kendall Francois: The Poughkeepsie Serial Killer

Kendall L. Francois was an American serial killer who murdered eight women in and around Poughkeepsie, New York, between 1996 and 1998. Born on July 26, 1971, in Poughkeepsie, Francois spent much of his life in the area and eventually lived with his parents and younger sister at 99 Fulton Avenue. That ordinary-looking family residence became the center of one of the most disturbing criminal investigations in the history of New York's Hudson Valley. Francois strangled women he met in the Poughkeepsie area and concealed their bodies inside the house, allowing some of the remains to stay there for nearly two years.

Background and the Beginning of the Murders

Francois graduated from Arlington High School in 1989 and later served in the United States Army. After returning to Poughkeepsie, he attended college and worked for the Arlington School District, first as a custodian and later as a hall and detention monitor at Arlington Middle School. By the time his murders began, he was familiar with the streets of downtown Poughkeepsie and regularly sought the services of women involved in street-based sex work. The confirmed killing spree began in October 1996. Francois generally approached women in Poughkeepsie, arranged to pay them for sex, and then brought them either to his vehicle or to the Fulton Avenue house. His principal method of murder was strangulation. After the killings, rather than taking the bodies to distant dumping grounds, he carried the victims into his own home. Five bodies were eventually associated with the attic area, while later victims were concealed in a crawl space or basement area. • Wendy Meyers, age 30 October 24, 1996 Poughkeepsie, New York. Meyers was the first confirmed victim. She was associated with the Valley Rest Motel in Highland, across the Hudson River from Poughkeepsie, and had previously encountered Francois. On October 24, Francois brought her to his residence and strangled her. He concealed her remains in a black plastic bag in the attic of the Fulton Avenue house. Her boyfriend reported her missing on October 26, 1996.
• Gina Barone, age 29 November 29, 1996 Poughkeepsie, New York. Barone was last seen in Poughkeepsie on November 29. Francois killed her after picking her up in the city, with detailed accounts placing the attack in or around his vehicle and residence. He eventually placed her remains in the attic with those of Wendy Meyers. Barone's mother reported her missing in December 1996.
• Catherine "Cathy" Marsh, age 31 November 1996, exact day uncertain Poughkeepsie, New York. Marsh was last known to have been alive in Poughkeepsie during November 1996. She was pregnant at the time of her death. Public case records do not establish a sufficiently reliable exact day of death, although the killing is consistently placed in November 1996. Her family reported her missing in January 1997, with a detailed investigative timeline recording January 15 as the missing-person report date. Her precise date of death has not been reliably established, but investigators placed the killing in January. Her remains were ultimately recovered from Francois's home.
• Mary Healey Giaccone, age 29 February 1997, exact day uncertain Poughkeepsie, New York. Giaccone was last seen in the Poughkeepsie area around February 1997. Francois later admitted killing her and concealing her body with his earlier victims. She was not officially reported missing until November 13, 1997, demonstrating how much time could pass before some of the disappearances became active missing-person investigations.
• Sandra Jean French, age 51 June 12, 1998 Poughkeepsie/Dover area, New York. French disappeared on June 12 after being associated with the Dover area east of Poughkeepsie. Francois picked her up and killed her before bringing her remains to the Fulton Avenue property. On June 15, her abandoned vehicle was discovered in the Poughkeepsie area only a few blocks from Francois's house. Her body was concealed in a crawl space rather than the attic used for several of the earlier victims.
• Audrey Pugliese, age 34 August 1998, exact day not consistently documented Poughkeepsie, New York. Pugliese was from the New Rochelle area of Westchester County. Unlike the seven other women recovered from Francois's home, she had not been reported missing in the Poughkeepsie investigation. Detailed investigative timelines place the killing on August 25, followed by the movement of her remains into the crawl space on August 26; some later summaries therefore associate her disappearance with August 26. Francois initially left her body in the garage at his home before moving it. Her disappearance occurred only days before the investigation finally closed in on him.
