Andre Vernell Jones was born on July 22, 1956, in East St. Louis, Illinois. His criminal activities began at a young age, starting with purse-snatching when he was just 12 years old. Confession to 1971 Triple Murder
In 1980, Jones confessed to committing a triple homicide in 1971, when he was 14 years old. The victims were:

- Frank Slaughter, 23
- Jack Slaughter, 21
