Investigation and Arrest
On May 30, 1991, a woman was found in downtown Seattle, having been beaten, bitten, raped, and left for dead. Witnesses reported seeing her thrown from a truck bearing the logo of Woodland Trucking. This led investigators to identify the assailant as an employee named Seth Scott Cutter, an alias used by Cox. Although the victim chose not to pursue charges and left the state, detectives continued their investigation. They discovered that Cox had previously assaulted another woman on November 26, 1990, and was residing in Newberg, Oregon, when not on the road. Fearing he was a serial killer, police issued bulletins in Oregon and Washington for his arrest.
