Early Life and Background

Ramon Jay Rogers, born Ramon Jay Franks on March 13, 1960, in Emmett, Idaho, was the son of a white American father and a Black mother from Trinidad and Tobago. Due to financial constraints, he was adopted by the Rogers family, with whom his birth family maintained a close relationship. Rogers was well-adjusted, participated in various sports during high school, and was well-regarded by his peers. After graduating, he enlisted in the Navy, serving until 1982, during which he befriended Ronald "Ron" Stadt. Post-service, Rogers and Stadt moved to San Diego, California, where Rogers undertook various jobs, including roles as a reserve sheriff's deputy, a movie extra on the TV show "Renegade," and managing an apartment complex at 7007 Saranac. He also pursued interests in music, attempting to join a heavy metal band as a drummer.

Between 1993 and 1996, Rogers committed a series of murders in San Diego, targeting individuals close to him. His crimes involved the dismemberment of his victims post-mortem.

  • Details: Stadt, Rogers' best friend and former roommate, discovered in April or May 1993 that Rogers had been having an affair with his ex-wife, Debra, which he intended to use in a custody dispute. On June 24, 1993, after a heated phone conversation with Rogers, Stadt went to Rogers' apartment to retrieve personal items. He was last seen alive that evening, and his body was never found. Rogers provided inconsistent explanations for Stadt's disappearance, ranging from unwillingness to pay child support to "riding off into the sunset." He also retained Stadt's car keys and a radar detector, raising further suspicion.

  • Location: San Diego, California
  • Details: Albano, an ex-girlfriend of Rogers, was pregnant with his child. Rogers demanded she have an abortion and move out of his apartment, but she refused. Albano was last seen alive by her parents on December 18, 1993. Rogers reported her missing on December 23, providing conflicting accounts of her last sighting and whereabouts, including claims that she had gone to Los Angeles, Mexico, or returned to the Philippines. On December 29, 1993, Albano's dismembered remains, including her arm, leg, and lower jaw, were found inside a trash bag near Valley Center, about a mile and a half from Rogers' sister's home. Rogers appeared unconcerned about her disappearance and gave varying explanations to friends about her whereabouts.

  • Date of Disappearance: February 18, 1996
  • Location: San Diego, California
  • Details: Toronczak, a Polish immigrant, had a son with Rogers. In late 1995, Rogers brought their son back to the United States from Poland. Toronczak arrived in San Diego on February 11, 1996, and moved into Rogers' apartment. She was last seen alive shortly before her birthday on February 18, 1996. Rogers provided inconsistent explanations for her disappearance, suggesting she had run off with a Mexican man, gone to Germany, or moved to Las Vegas. He refused to file a police report and assured her mother that everything was fine. Prior to her disappearance, Toronczak had confided to her mother that Rogers had once locked her in a storage unit after an argument. On March 11, 1996, after her relatives filed a missing persons report, police searched Rogers' apartment and found evidence indicating a murder had taken place, including Toronczak's personal items, human teeth, severed fingers, bloodstained tools, and dismembered body parts in a storage area beneath Rogers' apartment.
