Overview

Billy Ray Richardson was an accused American serial killer linked through DNA evidence to the murders of four victims in Los Angeles County, California. The killings occurred in two widely separated periods: three victims were murdered in 1980, while the fourth was killed on the final day of 1995. For decades, the cases remained unresolved as investigators preserved evidence and continued comparing information from the separate crime scenes. Richardson was arrested in Fort Worth, Texas, on July 14, 2022, when he was 76 years old. Los Angeles County prosecutors charged him with four counts of murder. The charges included special-circumstance allegations involving multiple murders and killings committed during rape and burglary. Authorities stated that every victim had been sexually assaulted and that forensic testing connected Richardson to the crimes. Although the evidence led prosecutors to identify Richardson as the alleged perpetrator, he was never convicted. He died in custody on February 15, 2023, before he could be arraigned and tried. The criminal case was subsequently dismissed because of his death. As a result, the allegations against him were never tested before a jury, and the victims' families were denied the opportunity to see the prosecution reach a verdict.

• Beverly Cruse, 25 March 6, 1980 Palms, Los Angeles, California: Beverly was found murdered with her younger sister, Debra, inside an apartment in the 3200 block of Overland Avenue. Prosecutors alleged that both sisters were raped and shot. Each woman had reportedly been shot in the head three times.
• Debra Cruse, 22 March 6, 1980 Palms, Los Angeles, California: Debra was killed alongside Beverly in the same Overland Avenue apartment. The double murder became a long-running Los Angeles cold case. Evidence preserved from the scene was eventually included in the forensic investigation that authorities said identified Richardson.
• Kari Lynn Lenander, 15 July 26, 1980 Los Angeles, California: Kari, a teenage girl, was sexually assaulted and strangled. Her body was found in the 3700 block of Victoria Avenue. The killing occurred less than five months after the murders of Beverly and Debra Cruse, but the cases were not publicly connected to Richardson until decades later.
• Trina Louise Wilson, 28 December 31, 1995 North Park, Inglewood, California: Trina was sexually assaulted and killed in North Park. Authorities reported that her throat had been cut. Her murder occurred approximately fifteen years after the 1980 killings and was investigated by the Inglewood Police Department.
