Pittsburg Serial Killer: A Detailed Account of the 1998-1999 Murders

Overview

Between late 1998 and early 1999, the city of Pittsburg, California, was shaken by a series of brutal murders. Over a span of two months, five individuals—four women and one man—were found dead under suspicious circumstances. Despite extensive investigations, these cases remain unsolved, leaving a lasting impact on the community.

Victims

  • Michael Tan (27) Date: November 9, 1998 Location: Outskirts of North Parkside Drive, Pittsburg, CA Details: Tan's body was discovered in a ditch, having been beaten and drowned approximately six hours prior to discovery. A resident of Concord, there was no known personal connection between Tan and Pittsburg. His apartment had been ransacked, suggesting a possible robbery that escalated to murder.
  • Lisa Diane Norrell (15) Date: November 14, 1998 Location: Near a landscaping business on the highway between Pittsburg and Antioch, CA Details: Norrell went missing on November 6 after leaving a quinceañera rehearsal in Antioch. Her body was found eight days later; she had been strangled to death.
  • Jessica L. Frederick (27) Date: December 5, 1998 Location: Auto wrecking yard at Harbor Street and Industry Road, Pittsburg, CA Details: Frederick, a known prostitute, was found stabbed to death. Her body was dumped next to a road lined with truck repair shops and salvage businesses.
  • Rachael Cruise (32) Date: December 15, 1998 Location: Ditch off California Avenue, Pittsburg, CA Details: Last seen on December 13, Cruise's body was found two days later. She had been strangled. Known to be a drug addict, she often associated with pimps and prostitutes.
  • Valerie Dawn "China" Schultz (27) Date: January 8, 1999 Location: Ditch in the wastelands of Pittsburg, CA Details: Schultz had lived in Bay Point between 1991 and 1994 before moving to Minnesota. She returned to Pittsburg a week before her death and was staying at a local motel. Witnesses reported seeing her enter a four-door car with faded brown paint and a noisy muffler, driven by a dark-skinned man of either Hispanic or Samoan descent, aged 30–40, with thick, wavy hair.

Investigation

The series of murders prompted an extensive investigation involving local law enforcement and the FBI. Key developments included:
  • Witnesses reported seeing Lisa Norrell walking alongside a man on the highway shortly after she left the rehearsal.
  • In early January 1999, two men from Antioch were arrested in connection with Norrell's murder but were later released due to lack of evidence.
  • Governor Gray Davis offered a $50,000 reward for information leading to the arrest and conviction of the perpetrator(s).
  • In March 1999, Frederick's boyfriend was arrested after bloodstains matching Frederick's DNA were found in his apartment. However, further forensic analysis excluded him as a suspect in 2001.
  • In 2009, Phillip Garrido, known for the kidnapping of Jaycee Dugard, was investigated due to his presence near the crime scenes during the time of the murders. No evidence linking him to the Pittsburg murders was found.
