Background

Homer Lee Jackson III was born on December 18, 1959, in Berkeley, California. He moved to Portland, Oregon, in the early 1970s, where he lived for the rest of his life. Jackson had a troubled childhood, suffering from various health issues, including congestive heart failure and anterograde amnesia. He dropped out of school after the 10th grade and was repeatedly arrested for burglary between 1978 and 1983.

Crimes

Jackson's crimes spanned from 1983 to 1993, during which he killed at least three women and one teenager in Portland, Oregon. The killings remained unsolved until forensic evidence led to his arrest in 2015.

• Essie Carrie Jackson: 23-year-old sex worker, assaulted and strangled. Her body was found on March 23, 1983, near Overlook Park in North Portland.
• Tonja Nannette Harry: 19-year-old, discovered on July 9, 1983, near a pond in West Delta Park. Her body exhibited signs of sexual assault and strangulation.
• Angela Dina Anderson: 14-year-old, found on September 22, 1983, inside an abandoned house. She had multiple stab wounds and was strangled with a rope.
• Latanga Lee Watts: 29-year-old, found on the side of a pedestrian bridge in Portland. She was also a sex worker.
