In the early hours of July 7, 2002, Allen approached 51-year-old James White, a homeless man sleeping on a bench in Finlay Park, Columbia. Seeking to practice with his newly obtained shotgun, Allen shot White twice. Miraculously, White survived the attack. Allen later confessed to using White as a "practice victim" to familiarize himself with the weapon.
July 10, 2002: The Murder of Dale Evonne Hall
Just days later, on July 10, Allen encountered 45-year-old Dale Evonne Hall on Two Notch Road in Columbia. He drove her to a secluded area near Interstate 77, where he shot her multiple times, including a fatal shot to the head. To conceal his crime, Allen purchased gasoline, returned to the scene, and set Hall's body ablaze. Remarkably, he then resumed his shift at the Texas Roadhouse Grill, where he was employed.
