Louis James Peoples was a former tow truck driver in Stockton, California. His criminal activities in 1997 led to the tragic deaths of four individuals, marking him as a serial killer driven by personal grievances and financial motives.
Initial Theft
On June 21, 1997, Peoples broke into the van of off-duty Alameda County Deputy Sheriff Michael King at Anderson Park in Stockton. He stole several items, including King's .40-caliber Glock service pistol, his badge, and identification card. This stolen firearm was later used in multiple crimes.
Murder of James Loper
After being suspended from his job at Charter Way Tow on October 6, 1997, for testing positive for methamphetamine, Peoples sought revenge. On October 29, 1997, he called the company using an alias, requesting a tow on Eight Mile Road. James Loper, 29, responded to the call and was subsequently shot ten times by Peoples.
