James Loper, a 29-year-old male tow-truck driver from Stockton, California, was tragically killed in the early hours of October 29, 1997. Loper, a father of two, was accustomed to late-night service calls, and on this particular night, he responded to a request for assistance on Eight Mile Road. At approximately 2:50 a.m., he informed dispatchers that he had arrived at the scene.
