Wesley Brownlee and the Stockton Serial Shootings
Overview
Wesley Brownlee is an accused American serial killer charged in connection with a series of shootings in Northern California. The attacks occurred in Oakland and Stockton between April 2021 and September 2022. Seven men were killed during the wider series of linked shootings, and one woman survived an attempted murder. Brownlee has pleaded not guilty and has not been convicted of the killings.
The victims were generally attacked while alone in isolated or poorly illuminated areas. Most of the shootings occurred late at night or during the early morning, when streets and parking areas were largely deserted. Investigators reported that the victims were not robbed and that the attacks did not appear to be motivated by gang conflicts. The apparently unprovoked nature of the shootings created widespread fear that a gunman was deliberately hunting vulnerable people on the streets.
The First Oakland Shootings
The earliest fatal shooting associated with the case occurred in East Oakland on April 10, 2021. Juan Vasquez-Serrano, whose name has appeared in records under several variations, including Juan Miguel Vazquez Serrano and Juan Alexander Vasquez, was shot near 57th Avenue and Harmon Avenue. The location was only a short distance from the Oakland neighborhood where Brownlee had grown up.
Six days later, on April 16, 2021, Mervin Harmon was shot and killed in Oakland. Harmon was remembered by relatives as a devoted father with an easygoing personality. His death was eventually connected through the wider investigation to the same sequence of shootings. However, the murder charge involving Harmon was not included in the six-count grand jury indictment announced in November 2025.
During the early morning of April 16, 2021, another attack occurred in Stockton. Natasha LaTour was living in a tent near Park Street and Union Street when an armed man approached her. LaTour later said the attacker wore dark clothing and a face covering. After seeing him aim a gun at her, she moved toward him in an effort to defend herself and was shot multiple times. She survived despite suffering serious injuries.
LaTour’s account later became especially important because she was the only publicly identified survivor of the series. She described the attacker’s clothing, behavior and method of approaching a person who was alone. Brownlee was subsequently charged with attempting to murder her.
The Stockton Killings of 2022
More than a year passed before another known fatal shooting occurred. Beginning in July 2022, five men were killed in Stockton within a period of less than three months. The shootings shared several characteristics: the victims were alone, the attacks occurred in relatively secluded areas, and the gunman apparently fled without taking property.
Paul Alexander Yaw was killed shortly after midnight on July 8, 2022, on Kermit Lane. Yaw, who had struggled with homelessness, was alone when he was shot. His killing initially appeared to be an isolated street homicide, but investigators later connected it to the other shootings.
Salvador William Debudey Jr. was killed on August 11, 2022, on West Lane. Debudey was walking in the area during the morning when he was shot. His widow later described him as a hardworking man and a loving father. His death was the second in the rapid series of Stockton killings during the summer of 2022.
Jonathan Hernandez-Rodriguez was killed on August 30, 2022, near East Hammer Lane. He was only 21 years old. Hernandez-Rodriguez was found suffering from gunshot wounds during the early morning and died at the scene. The killing intensified concerns that the same person might be repeatedly targeting people walking alone.
Juan Carlos Carranza-Cruz, also publicly identified as Juan Cruz, was shot on September 21, 2022, on Manchester Avenue. The attack occurred at approximately 4:27 a.m. Carranza-Cruz was alone when he was confronted and killed. By this point, investigators were examining whether the recent Stockton homicides were connected.
Lawrence Lopez, whose name has also been reported as Lorenzo Lopez Sr., was killed on September 27, 2022, on Porter Avenue. He was shot at approximately 1:53 a.m. Lopez was the fifth person killed in Stockton during the 2022 portion of the series and the last known fatal victim before Brownlee’s arrest.
Victims and Known Attacks
- Juan Vasquez-Serrano: Killed on April 10, 2021, near 57th Avenue and Harmon Avenue in East Oakland, California. His name has also been reported as Juan Miguel Vazquez Serrano and Juan Alexander Vasquez. His murder remains included among the six homicide charges against Brownlee.
- Mervin Harmon: Killed on April 16, 2021, in Oakland, California. Investigators connected his death to the wider shooting series, and Brownlee was originally charged with his murder. The charge involving Harmon was later omitted from the November 2025 grand jury indictment.
- Natasha LaTour: Shot multiple times but survived on April 16, 2021, near Park Street and Union Street in Stockton, California. Brownlee is charged with her attempted murder.
- Paul Alexander Yaw: Killed on July 8, 2022, on the 5600 block of Kermit Lane in Stockton, California. The shooting occurred shortly after midnight.
- Salvador William Debudey Jr.: Killed on August 11, 2022, on the 4900 block of West Lane in Stockton, California. He was attacked during the morning hours.
- Jonathan Hernandez-Rodriguez: Killed on August 30, 2022, on the 800 block of East Hammer Lane in Stockton, California. He was 21 years old.
- Juan Carlos Carranza-Cruz: Killed on September 21, 2022, on the 4400 block of Manchester Avenue in Stockton, California. He has also been publicly identified as Juan Cruz.
- Lawrence Lopez: Killed on September 27, 2022, on the 900 block of Porter Avenue in Stockton, California. His name has also been reported as Lorenzo Lopez Sr.
Connections Between the Crimes
Investigators began publicly linking the Stockton shootings after examining ballistic evidence and similarities between the attacks. The same general pattern appeared repeatedly: a person was alone, the area was dark or sparsely occupied, and the gunman opened fire without an apparent argument, robbery or other immediate provocation.
Authorities emphasized that the victims did not all share the same age, race or background. Most were Hispanic men, but the series also included victims of other racial backgrounds and the attempted murder of a Black woman. What most clearly connected them was their vulnerability at the time of the attack. Each was isolated and had little opportunity to summon help or identify the shooter.
Police released surveillance imagery showing a person dressed in dark clothing walking with an unusually upright posture. Investigators asked the public for recordings from security cameras and doorbell systems. A substantial reward was offered for information leading to the identification and arrest of the person responsible.
Investigation and Surveillance
The investigation involved the Stockton Police Department, Oakland police, federal agencies and other regional law-enforcement organizations. Detectives reviewed large amounts of surveillance footage, firearms evidence, witness statements and information submitted by members of the public.
Authorities eventually identified Brownlee as a suspect and began monitoring his movements. Investigators followed him during the night of October 14 and the early morning of October 15, 2022. Police said his driving pattern appeared threatening because he visited parks and darkened areas, stopped at several locations and seemed to be searching for another person to attack.
Arrest
Brownlee was arrested shortly after 2:00 a.m. on October 15, 2022, near Winslow Way and Village Green Drive in Stockton. He was driving a vehicle and was dressed in dark clothing. Police reported finding a mask around his neck and a handgun in his possession.
Stockton Police Chief Stanley McFadden said investigators believed Brownlee was searching for another victim when officers intervened. Authorities described him as being on a mission to kill, although that allegation has not been proven at trial. His arrest was made without another shooting occurring that night.
Ballistics testing reportedly associated the firearm recovered during the arrest with shootings under investigation. Authorities also relied on surveillance, investigative records and other evidence when filing charges. The complete evidentiary case has not yet been presented to a trial jury.
Background
Brownlee was born in San Francisco in 1979 and grew up in Oakland. He experienced violence during his youth. A close friend was fatally stabbed, and Brownlee’s 17-year-old brother, Dale Brownlee, was shot and killed in Oakland in October 1995. Court records reportedly described Brownlee as emotionally distressed following his brother’s death.
Brownlee accumulated a criminal record involving narcotics. In 1997, he was arrested for possessing numerous packages of crack cocaine. His probation was later revoked after another narcotics arrest, and he served time in state prison. He was convicted of another drug-related offense in 2014. Brownlee was reportedly working as a truck driver around the time of the serial shootings.
Charges and Court Proceedings
Brownlee was initially charged in October 2022 with three murders committed in Stockton. Prosecutors filed additional charges in December 2022, increasing the case to seven murder counts and one count of attempted murder. Brownlee entered not-guilty pleas.
The case experienced extended delays while questions concerning Brownlee’s competency to stand trial were evaluated. Competency proceedings determine whether a defendant understands the nature of the criminal case and can meaningfully assist defense attorneys. They do not determine whether the defendant committed the alleged crimes.
In November 2025, a San Joaquin County grand jury indicted Brownlee on six counts of first-degree murder, one count of attempted murder and related firearm allegations. The indictment identified the charged homicide victims as Juan Vasquez-Serrano, Paul Yaw, Salvador Debudey, Jonathan Hernandez-Rodriguez, Juan Carlos Carranza-Cruz and Lawrence Lopez. The previously filed murder charge involving Mervin Harmon was not included.
Prosecutors have alleged that the six charged murders were willful, deliberate and premeditated. Special-circumstance allegations involving multiple murders make Brownlee eligible for a sentence of death if he is convicted. In January 2026, the San Joaquin County District Attorney’s Office announced that it intended to seek the death penalty.
Unanswered Questions
No definitive motive for the shootings has been publicly established. Investigators have not identified a personal relationship connecting Brownlee to the victims, and there has been no public evidence that the victims were selected because of a shared occupation, organization or social group.
The decision not to proceed with the murder charge involving Mervin Harmon also left questions about the precise evidentiary connection between that shooting and the remaining charged crimes. Authorities continued to describe Harmon as a victim associated with the wider investigation, but prosecutors elected to bring the grand jury case on six murders rather than the seven originally charged.
Current Status
Wesley Brownlee remains accused of six murders and one attempted murder. The charges concern shootings committed between April 10, 2021, and September 27, 2022, in Oakland and Stockton. The prosecution alleges that Brownlee deliberately hunted people who were alone and killed them in a sequence of calculated nighttime or early-morning attacks.
Brownlee has pleaded not guilty. Unless and until a jury returns guilty verdicts, the allegations against him remain unproven in court. The eventual trial is expected to examine ballistic evidence, surveillance records, the circumstances of his arrest, the recovered firearm and the evidence connecting him to each individual attack.
