Federal Prohibition Agent Howard Henry Fisher, along with his colleague Cary Freeman, was tragically killed on July 22, 1922, in Norfolk, Virginia. The incident occurred while the agents were executing a federal search warrant at the home of James Chambers in the Titustown area of Norfolk. During the search, Chambers retrieved a hidden gun and fatally shot both agents.
