In the summer of 2017, the life of 30-year-old Douglas T. Taylor was tragically cut short on the streets of Portsmouth, Virginia. On the evening of June 8th, gunshots echoed at the intersection of Elm Avenue and Fag Street, and when the sound faded, Taylor was left lying on the pavement.
