In the autumn of 2018, the life of 33-year-old Elbert Brown Jr., a male resident of Portsmouth, Virginia, was tragically cut short. On the morning of Sunday, October 21, 2018, police responded to a call in the 200 block of Wilson Drive. There, they discovered Brown with gunshot wounds to his upper body. Despite the efforts of medics who arrived at the scene, he was pronounced dead.
