In the quiet afternoon hours of Sunday, February 16, 2020, a burst of violence shattered the peace in a Portsmouth, Virginia neighborhood. Andre Bethea, a 35-year-old male, was discovered in the 800 block of Nottingham Road with gunshot wounds. The call to emergency services brought medics to the scene, but their efforts were in vain.
