Lamonte Devon Spencer, a 21-year-old resident of Portsmouth, Virginia, tragically lost his life on December 7, 2020, due to a fatal shooting incident. The incident occurred in the early hours of the morning on Victory Boulevard. According to reports, police were notified around 12:45 a.m. about a gunshot victim in the 4500 block of Victory Boulevard.
