A man is found deceased in a wooded area on Interstate 264 at the Effingham Street on-ramp in the City of Portsmouth
On September 1, 1996, Waverly Leroy Cameron Jr., aged 22, was found murdered in Portsmouth, Virginia. His body was discovered on September 6, 1996, in a wooded area near the Effingham Street on-ramp to Interstate 264. The cause of death was a single gunshot wound to the back of the head, and medical examiners determined that Cameron had been deceased for one to two weeks before his body was found.
