Robert James “Bobby” Mallory, a 40-year-old White/Caucasian man, was fatally shot in Portsmouth, Virginia, on November 15, 2024. The violence unfolded in the middle of the afternoon at the busy intersection of High Street and Frederick Boulevard. At approximately 2:45 p.m., Portsmouth police officers were dispatched to the intersection after receiving a report of a shooting. Authorities had not publicly established whether Mallory and the person accused of shooting him knew one another beforehand, and the early reports did not identify a confirmed motive for the confrontation.
The shooting left Mallory’s family struggling with an abrupt and devastating loss. Woodell described her son as someone who was frequently smiling and affectionately recalled that he was proud of being a “mama’s boy.” Mallory was the father of six children, including two very young children who were only two and three at the time of his death. His mother described the painful task of trying to explain to the younger children why their father was no longer coming home, while also returning to the area where he had been shot and confronting the physical reminders of what had happened there.
Portsmouth detectives moved quickly after the shooting. Members of the Portsmouth Police Department’s Major Crimes Unit identified 26-year-old Javonte Gray as a suspect and located him later that same night. Gray was taken into custody at approximately 11:30 p.m., only hours after Mallory was shot. Police subsequently held Gray in the Portsmouth City Jail without bond in connection with the killing.
Gray faced a series of serious charges arising from the incident. Police charged him with second-degree murder, discharging a firearm in a public place, shooting in a roadway, shooting from a vehicle, possession of a firearm by a violent felon, and use of a firearm in the commission of a felony. The combination of charges reflected investigators’ allegation that the fatal gunfire came from or involved a vehicle near the public intersection and that Gray was prohibited from possessing a firearm because of a previous violent-felony status. At the time the arrest was announced, authorities said the investigation remained ongoing.
