In the late hours of a Saturday night in January 2021, tragedy struck in the Port Norfolk section of Portsmouth, Virginia, forever altering the lives of one family. Vernon Andrew Norvell, a 23-year-old man, became the victim of a fatal shooting that cut his life short.
