In the late hours of a Saturday night in January 2021, tragedy struck in the Port Norfolk section of Portsmouth, Virginia, forever altering the lives of one family. Vernon Andrew Norvell, a 23-year-old man, became the victim of a fatal shooting that cut his life short. Emergency dispatchers received a call about the shooting in the 300 block of Broad Street shortly after 11:45 p.m. on January 23rd.
