Vernon Andrew Norvell, a 23-year-old resident of Portsmouth, Virginia, tragically lost his life on January 23, 2021. The incident occurred in the Port Norfolk section of Portsmouth, where Norvell was found with a gunshot wound to the upper part of his body. Emergency dispatchers received a call about the shooting shortly after 11:45 p.m., and officers arrived at the scene on Broad Street to find Norvell injured. He was transported to a local hospital, where he later succumbed to his injuries.
