Kirill Ivanovich Denyakin, a 26-year-old Kazakhstani national, was fatally shot by Portsmouth police officer Stephen Rankin on the evening of April 23, 2011. Denyakin, who was unarmed at the time, was staying at a friend's apartment in Portsmouth, Virginia.
