Victor Green was a 36-year-old Black man from Portsmouth, Virginia. On the afternoon of September 13, 2021, his day ended on Jefferson Street, in the 600 block near the Southside Gardens area, when gunfire tore through the quiet in a way that people nearby wouldn’t forget. When officers arrived, they found him inside a gray Infiniti suffering from a fatal gunshot wound.
What made the scene even harder to process was that a juvenile child was also inside the vehicle at the time of the
shooting. Police later said the child was physically unharmed, but the presence of a child in the car cast a long shadow over the case and sharpened the urgency of finding out who pulled the trigger and why.
In the first hours after the killing, the details that might explain how the shooting unfolded were scarce. Investigators treated the death as a homicide, working to reconstruct the moments leading up to the gunfire—what brought the car there, whether anyone approached it, and whether the shooting was sudden or preceded by an argument or pursuit.
