On a late summer evening in Portsmouth, Virginia, the life of 20-year-old Kendall Lamont Llanos, a Black male, was tragically cut short. On Sunday, August 10, 2025, at approximately 6:18 p.m., police responded to a call of a shooting at the Victory Village apartment complex located in the 2300 block of Victory Boulevard.
