On a late summer evening in Portsmouth, Virginia, the life of 20-year-old Kendall Lamont Llanos, a Black male, was tragically cut short. On Sunday, August 10, 2025, at approximately 6:18 p.m., police responded to a call of a shooting at the Victory Village apartment complex located in the 2300 block of Victory Boulevard. Upon their arrival, officers discovered Llanos unresponsive, suffering from a gunshot wound.
Emergency medical personnel pronounced him deceased at the scene, turning a quiet evening into a scene of flashing lights and investigation.
Detectives with the Major Crimes Unit immediately began their work, canvassing the area for any witnesses and surveillance footage that might shed light on the events that led to the fatal shooting. In the initial stages of their investigation, authorities released a description of a person of interest. They are searching for a light-complexioned Black male, estimated to be between 5 feet 6 inches and 5 feet 8 inches tall and weighing between 150 and 160 pounds. He was last observed fleeing the area wearing a green and white short-sleeved shirt paired with light-colored jeans.
