In the early morning hours of a September day, violence shattered the quiet of a Portsmouth, Virginia neighborhood, leaving a community in mourning. Twenty-nine-year-old Kip Miguel Jones II, a male resident of the city, was killed in a shooting that also injured three other people.
The incident occurred shortly after 1 a.m. at the intersection of Dahlia and Manly streets. When Portsmouth police officers arrived at the scene, they discovered four individuals suffering from gunshot wounds.
