On the night of October 22, 2023, tragedy struck in Portsmouth, Virginia, when Robert Moye, a male, was shot and killed. The violent encounter unfolded in the vicinity of 10 Suburban Circle, where Portsmouth Police Department officers were dispatched shortly before 11 p.m. Upon their arrival, they discovered a grim scene with two victims suffering from gunshot wounds.
