Jesse R. Coulter, a 39-year-old resident of Portsmouth, Virginia, tragically lost his life in the early hours of June 16, 2018. The incident occurred around 12:20 a.m. when officers responded to reports of a shooting at the intersection of Woodland Street and Aylwin Road. Upon arrival, they found Coulter with a life-threatening gunshot wound to his torso. Despite the efforts of paramedics who rushed him to the hospital, Coulter was pronounced dead shortly after arrival.
