In the early morning hours of June 16, 2018, the life of 39-year-old Jesse R. Coulter, a male resident of Portsmouth, Virginia, was tragically cut short. Just after midnight, at approximately 12:19 a.m., police responded to a report of a shooting at the intersection of Woodland Street and Aylwin Road. Upon their arrival, officers discovered Coulter suffering from a gunshot wound to his torso.
Emergency medical personnel transported Coulter to a local hospital in an effort to save his life
