Andre Hall, a 22-year-old resident of Portsmouth, Virginia, tragically lost his life in a fatal shooting on March 7, 2015. The incident occurred early in the morning near the intersection of Moss Street and Carver Circle. Police received multiple 911 calls reporting gunfire around 3:30 a.m. Upon arrival, officers found Hall with a gunshot wound to the chest in the 270 block of Carver Circle.
