In the early morning hours of April 3, 2021, the city of Portsmouth, Virginia, was the scene of a grim discovery that would mark the untimely end of a young man's life. Anthony Norman, a 32-year-old Black male, was found near the intersection of Airline Boulevard and Frederick Boulevard suffering from a fatal gunshot wound.
