In the early morning hours of July 28, 2023, the life of 37-year-old Victor Rashad Driver, a male from Portsmouth, Virginia, was tragically cut short. Just after midnight, Portsmouth Police officers were dispatched to the 600 block of Twine Avenue following a report of a gunshot wound incident.
