Karlsten Baines, a 25-year-old resident of Portsmouth, Virginia, was tragically killed in a shooting on the night of April 9, 2020. The incident occurred shortly before 11:30 p.m. in the 1900 block of Redgate Drive, a location not far from Victory Boulevard and George Washington Highway.
