In the afternoon hours of March 12, 2024, the Seaboard Square Apartments in Portsmouth, Virginia, became the scene of a violent incident that claimed the lives of two young individuals. Twenty-year-old Khatori Harper, a Black male also known as 'Tori,' and a 14-year-old boy were found with gunshot wounds shortly after 3 p.m. near Turnpike Road. Despite efforts to save them, both Harper and the teenager succumbed to their injuries at the scene.
