In the late hours of a warm September evening in 2018, the life of 36-year-old Ike Lamont Phelps, a Black male, was cut short by gunfire in the Millgarden South area of Spotsylvania County, Virginia, near Fredericksburg. On September 5th, deputies responded to a call of shots fired in the residential townhome area and discovered Phelps with two gunshot wounds. Despite attempts to render aid, he was pronounced dead at the scene. The fatal shot had struck him in the face.
