In the late hours of a warm September evening in 2018, the life of 36-year-old Ike Lamont Phelps, a Black male, was cut short by gunfire in the Millgarden South area of Spotsylvania County, Virginia, near Fredericksburg. On September 5th, deputies responded to a call of shots fired in the residential townhome area and discovered Phelps with two gunshot wounds. Despite attempts to render aid, he was pronounced dead at the scene. The fatal shot had struck him in the face.
The ensuing investigation into Phelps's murder proved to be complex for the Spotsylvania County Sheriff's Office. Detectives delved into what they described as the 'questionable circles' Phelps was involved in, which presented significant challenges in identifying a clear motive or suspect. Investigators explored multiple avenues and considered several individuals as persons of interest. Among them were Phelps's girlfriend, with whom he had two children, and other unnamed individuals referred to as 'person A,' 'person B,' and a primary suspect labeled 'person C.'
