In the winter of 2019, the life of 19-year-old Noah Juwan Waters, a Black / African American male from Fredericksburg, Virginia, was cut tragically short. On December 4th, an encounter in Spotsylvania County, just outside of Fredericksburg, turned fatal for the young man, a graduate of James Monroe High School with plans to attend Germanna Community College. The events of that day unfolded around what authorities would later describe as a drug deal gone wrong.
According to the Spotsylvania County Sheriff's Office, Waters and a 22-year-old associate, Jevante Lemroy Ellis, had arranged to buy narcotics from 22-year-old Foster Leon Brooks. The meeting was set to take place near Summerfield Court. However, the transaction allegedly took a violent turn when Waters, wearing a ski mask, and Ellis attempted to rob Brooks at gunpoint. In response, Brooks drew his own weapon and fired multiple shots, one of which struck Waters. He was transported to a local hospital where he succumbed to his injuries. The incident prompted a temporary lockdown of five nearby schools due to the proximity of the shooting.
In the aftermath of the fatal shooting, law enforcement officials made two arrests. Jevante Lemroy Ellis was taken into custody and charged with robbery for his alleged role in the attempted holdup. Foster Leon Brooks, the man who fired the fatal shot, was also arrested and initially faced six counts of shooting from a vehicle so as to endanger persons. While neither was immediately charged with murder, the legal proceedings against Brooks escalated in May of 2020. A grand jury indicted him on charges of manslaughter and second-degree felony murder, the latter charge stemming from the death occurring during the commission of another felony.
