In the winter of 2019, the life of 19-year-old Noah Juwan Waters, a Black / African American male from Fredericksburg, Virginia, was cut tragically short. On December 4th, an encounter in Spotsylvania County, just outside of Fredericksburg, turned fatal for the young man, a graduate of James Monroe High School with plans to attend Germanna Community College. The events of that day unfolded around what authorities would later describe as a drug deal gone wrong.
