Noah Juwan Waters, a 19-year-old from Fredericksburg, VA, tragically lost his life on December 4, 2019. Born on February 22, 2000, in Baltimore, MD, Noah was the youngest son of James and Marilyn Waters. His untimely death occurred during a botched drug robbery in Spotsylvania County, near Fredericksburg.
