On a Tuesday night in Norfolk, Virginia, on July 19, 2022, a dispute turned deadly, claiming the life of 37-year-old Sidney Norman Parker. The incident unfolded shortly before 10:30 p.m. in the 3500 block of Mangrove Drive, where an altercation erupted between Parker and another man, Rhodean Harolquan Rhodes-Hamlin. The disagreement began when Parker reportedly saw Rhodes-Hamlin push his girlfriend and intervened by pushing Rhodes-Hamlin.
The situation quickly escalated when
Rhodes-Hamlin, who stumbled but was not injured, pulled out a handgun and fired ten rounds. Six of those bullets struck Parker in the torso and groin. Tragically, Parker’s mother, who was standing beside him, was also wounded in the arm by a stray bullet. Both victims were rushed to Sentara Norfolk General Hospital, where Sidney Parker succumbed to his life-threatening injuries. His mother required surgery to insert a rod in her arm to repair the damage.
In the aftermath of the shooting, Rhodes-Hamlin fled the scene on foot, but his escape was captured on surveillance video from nearby businesses. The Norfolk Police Fugitive Section apprehended him without incident on July 26, 2022. At his trial, Rhodes-Hamlin claimed he acted in self-defense, stating he saw numerous bystanders with firearms during the altercation. However, it was determined that Sidney Parker was unarmed at the time of the incident.
After a two-day trial, a jury deliberated for less than an hour before finding Rhodean Harolquan Rhodes-Hamlin guilty of second-degree murder, aggravated malicious wounding, and two counts of using a firearm in the commission of those felonies on January 11, 2024. Subsequently, on March 22, a judge sentenced him to serve 29 years and eight months in prison for the murder of Sidney Parker and the wounding of his mother. These convictions also violated his existing probation for prior offenses.
