In the late summer of 1909, a male law enforcement officer by the name of Deputy Joseph Sykes was dutifully patrolling Old County Road in the city of South Norfolk, Virginia. Accompanied by two special officers, his attention was drawn to three men who appeared suspicious. As the officers approached, the trio scattered, prompting one of the special officers to give chase to a fleeing individual, an encounter that quickly escalated into an exchange of gunfire.
