In the early hours of a spring morning in Norfolk, Virginia, the life of 36-year-old Brandon Dominique Winder was tragically cut short. On April 17, 2021, at approximately 1:15 a.m., dispatchers received a call reporting a gunshot victim in the 900 block of East Princess Anne Road.
