In the quiet residential neighborhood of the 800 block of Jerome Avenue in Norfolk, Virginia, a burst of gunfire shattered the night on January 9, 2022. When police officers arrived at the scene around 10:55 p.m., they discovered a grim tableau. Inside a home, 28-year-old Keith D.
