Randy Earl James, a 35-year-old resident of Norfolk, Virginia, was tragically killed on December 24, 2015. The incident occurred in his Ocean View apartment located in the 1200 block of W. Ocean View Avenue. Norfolk police responded to a call shortly after 5:45 p.m. and found James suffering from an apparent gunshot wound inside his residence. Despite the efforts of medics, he was pronounced dead at the scene.
