Police and fire-rescue personnel, initially responding to a medical call, discovered Richardson lying outside in the 3100 block of Kitchener Avenue shortly after midnight.
He was pronounced dead at the scene from what the Office of the Chief Medical Examiner would later determine to be gunshot wounds.
The Norfolk Police Department promptly launched a homicide investigation into Richardson's death. The case, however, was shrouded in mystery from the beginning, with authorities unable to release any description of a potential suspect.
