In the fading daylight of a late March evening in Tulsa, Oklahoma, a burst of gunfire shattered the calm at the Savanna Landing apartment complex. When the chaotic scene settled on March 30, 2021, 41-year-old Marcus Burkes, a Black male, was found gravely wounded.
