In the early hours of a cold winter morning in Washington, D.C., the life of 18-year-old Chicano Phillips, a Black male, was irrevocably altered. On Friday, February 16, 2018, at approximately 1:02 a.m., violence erupted inside a residence in the 4200 block of 7th Street, Southeast. An unknown gunman burst into the apartment where Phillips and a group of others were present and opened fire.
