On a late Friday afternoon, February 17, 2023, the life of 20-year-old Julian “JackBoi Ju” Kolb, a Black/African American male, was tragically cut short in Atlanta, Georgia. Responding to a call of a person shot shortly before 5 p.m., police arrived at the 1300 block of Allegheny Street SW in the West End neighborhood to a harrowing scene. Kolb was discovered lying in the street, having sustained multiple gunshot wounds.
He was pronounced dead at the scene by the Fulton County Medical Examiner's Office. Adding to the tragedy, Kolb's 10-month-old daughter was found unharmed in the backseat of his nearby car. A 911 caller reported hearing gunshots after witnessing a fight in a car across the street and also mentioned seeing a baby in the vehicle near the victim. Investigators believe the motive for the shooting may have been drug-related.
The investigation into Kolb's death led Atlanta police to identify two suspects. In March 2023, warrants were issued for the arrest of 18-year-old Jyquez Harvey on charges of felony murder, aggravated assault, and possession of a firearm during the commission of a felony. Harvey was subsequently placed on the Atlanta Police Department's most-wanted list, and a reward was offered for information leading to his capture. For over two years, he remained at large.
In May 2025, a significant development occurred in the case with the arrest of a second suspect. Blain Stafford, 42, was charged with murder, aggravated assault, and possession of a firearm during the commission of a felony in connection with Kolb's death. At the time the charges were brought against him, Stafford was already incarcerated at the Fulton County Jail on unrelated matters.
The search for Jyquez Harvey finally came to an end in June 2025. Now 20 years old, Harvey was arrested by MARTA police at the West End station after a man accused him of stealing his medication. During the arrest, officers found a gun, suspected marijuana, and suspected MDMA or ecstasy pills on Harvey's person. He reportedly became aggressive and spat on an officer. In addition to the initial charges of murder, aggravated assault, and firearm possession, Harvey now faces further charges including battery against a police officer, possession of controlled substances and marijuana, failure to appear, and willful obstruction of law enforcement.
