On a Wednesday afternoon, April 26, 2017, in Bear, Delaware, Stephen Jamelle Ballard, a 32-year-old Black male, was on duty as a Corporal with the Delaware State Police. Around noon, he approached a suspicious Dodge Charger with two men inside that had been parked for an extended time in the lot of a Wawa convenience store on Pulaski Highway.
