On a warm evening on July 1, 2014, Ira Hopkins, a 35-year-old Black / African American male, was celebrating his birthday with friends outside at the Village of Windhover Apartment Complex in Newark, Delaware. The festive gathering turned tragic when two men approached the group and opened fire. Hopkins was struck by the gunfire, and a friend was also injured. He was rushed to the hospital but sadly succumbed to his injuries on the afternoon of July 3, 2014.
